Governor Schwarzenegger is reportedly planning more furloughs and layoffs of state employees in the New Year, along with additional cuts to education. That means state universities and colleges will likely be forced to turn away thousands of students. In response, some California lawmakers want to give two-year community colleges the ability to award bachelor's degrees. Reporter: Mina Kim
