Later this week, the governor of California
travels to Capitol Hill to pass the hat and ask the feds
for cash. Governor Schwarzenegger's plan to erase the
state budget deficit over the next 18 months relies on
billions of federal dollars. And if the state doesn't
get the money, he proposes eliminating several social
