Sobriety checkpoints are supposed to screen for people driving under the influence of alcohol or drugs. But a new investigation by the Investigative Reporting Program at UC Berkeley's Graduate School of Journalism finds most of the cars that are impounded had drivers who were sober -- but unlicensed.
