Federal officials released the preliminary findings of an investigation yesterday into last month's explosion of a natural gas pipeline in San Bruno, south of San Francisco. The explosion killed eight people and destroyed 37 homes. The report says a power failure shortly before the explosion caused a spike in pressure in the line.
