Earlier this year the Oakland City Council rejected legal warnings from its own attorney and approved an ordinance to license four enormous medical marijuana cultivation centers. Supporters were hoping to bring order to the chaotic pot growing scene and raise millions in tax revenue. But this week, on the eve of the deadline for permit applications, the city hit the brakes.
