Counties Face New Costs Under Prison Realignment

The plan known as realignment is one part of solving the overcrowding of state prisons. It would shift thousands of low-level, low-risk, non-violent inmates from state facilities to county jails -- and put responsibility for their supervision on the shoulders of county parole officers.
