A state Senate committee has rejected a bill that would have prohibited the University of California and California State University from giving raises during bad budget years. The decision came a day after CSU trustees voted to freeze student enrollment next spring -- while allowing a 10 percent pay increase for two campus presidents. Reporter: Cy Musiker
