Governor Jerry Brown releases his revised budget plan for California on Monday, and he's already warning it will include more cuts to state programs. Disappointing tax revenues have pushed California deeper into the red by as much as $13 billion -- and based on past history, some of the budget forecasts may still be too optimistic.
