California will play a key role this year in the battle for control of Congress. One swing district that's being closely watched by both Republicans and Democrats is the 21st Congressional District in the southern San Joaquin Valley. State Senator Michael Rubio was expected to be a shoo-in to keep it in Democratic hands -- until he decided not to run. Reporter: Vic Bedoian
