State legislators are considering a plan that would let dying or physically incapacitated inmates get out of county jails before their full sentence is served. When the state took funding away from local redevelopment agencies as part of its budget balancing act, construction stopped on many projects. In Riverside County's Coachella Valley, migrant farmworker families living in a notoriously rundown mobile home park called Duroville were counting on redevelopment money to move to a new park.
