Budget Headed for Governor Brown's Desk Today

Later today, Democratic lawmakers in Sacramento are expected to pass a budget and send it to Governor Jerry Brown's desk. The question is will he sign it? Even though Republicans have been sidelined from the negotiations, there's a philosophical debate splitting Democrats over whether and how much to cut social welfare programs.
