State Democratic lawmakers passed a $93 billion budget on Friday, meeting a constitutional deadline. But it's unclear whether Governor Jerry Brown will sign this budget. Brown has his own plan to close the near $16 billion deficit -- and he's been pushing for deeper cuts to programs like welfare.
