High Court Ends Mandatory Life Without Parole for Youth

Most of the attention given to redistricting in California has focused on the way it's created newly competitive contests. And that's the idea -- to shake up politics by making politicians work for new votes and stop taking old votes for granted. But that isn't the way it seems to be playing out in San Diego.
