If you're an urban planner, freeways can look like a lot of wasted space. All that acreage serving just one purpose -- unless you install "cap parks." Like the name implies, these parks cover freeways like a cap, providing the local community a space to play just above the madding crowds below. The concept dates back to the 1970s, but proposals for new cap parks are popping up across Southern California. Reporter: Alex Schmidt
