A San Bernardino jury begins deliberations Tuesday in the penalty phase of the trial for the man convicted of setting the Old Fire of 2003. A company based in downtown Los Angeles has nursed a dream for a number of years now: to pump billions of gallons of groundwater a year from under the Mojave Desert to the thirsty urbanized coast.
