It's unclear what kicked off a riot Wednesday at the state prison in Folsom. The incident sent 13 inmates to the hospital, including one shot by officers. This is a time of major upheaval for the state prison system. As more low-level offenders move to county jails under California's prison realignment effort, that means there's a higher percentage of violent offenders left in state custody.
