The city of Oakland has made a new deal to avoid a federal takeover of its police department. Presuming a federal judge approves the agreement, Oakland's next job will be to hire an independent "compliance director" who will have authority to, among other things, fire Oakland's police chief. The deal aims to settle what's called the "Riders" case. It's been more than a decade since four Oakland police officers were accused of beating up and framing drug suspects in West Oakland -- and then writing up false reports about the incidents. But it will take more than a compliance director to turn the OPD around.
