New Prisons Chief: State No Longer Needs Federal Oversight

Over the last seven years, Jeffrey Beard figures he's visited 20 state prison facilities. He's been both a critic of and consultant to California prisons as the system has engaged in a massive, court-ordered effort to reduce its inmate population and improve health care.
