Calif. Dept. of Corrections Secretary Jeffrey Beard
Over the last seven years, Jeffrey Beard figures he's visited 20 state prison facilities. He's been both a critic of and consultant to California prisons as the system has engaged in a massive, court-ordered effort to reduce its inmate population and improve health care. Now, the outsider is an insider at the very top.
Jeffrey Beard is the new secretary of California's Department of Corrections and Rehabilitation, and he shares the contention of the Brown administration that California is ready to manage its prisons on its own without federal oversight. Jeffrey Beard was sworn in late last year, but his appointment still requires confirmation by the State Senate.
