The manhunt for fugitive ex-LAPD cop Christopher Dorner appears to be over following a standoff with authorities in the San Bernardino Mountains east of Los Angeles on Tuesday. About 1,000 people missed the president's State of the Union Address Tuesday night to attend a public meeting of the Nuclear Regulatory Commission (NRC) in Capistrano Beach. The NRC is nearing a decision on whether to allow the restart of a reactor at the San Onofre Nuclear Plant at reduced power. The plant has been offline since a radiation leak shut it down a year ago.
