Off-highway vehicle parks -- run by a separate division within the state's Department of Parks and Recreation -- are a different breed from the rest. At Carnegie State Vehicular Recreation Area, motorcyclists from across the western U.S. tear up and down the hills. But the park has become a focal point of a struggle between off-roaders and other Californians with different ideas of what a park should be. Reporter: Rachael Myrow
