Some political analysts say the upcoming November 8 special election is really a referendum of sorts on Governor Arnold Schwarzenegger. Both the governor's supporters and opponents are actively targeting a group of voters that are either split on their loyalties or just disenchanted with party politics: voters who list their affiliation as "decline to state."
