Bakersfield, California was a hotbed of country music in the 1960s. Among the singers to emerge was Merle Haggard, whose rough and tumble life landed him in San Quentin Prison for robbery. Now an effort to honor Merle Haggard has triggered a civic dispute between two Kern County communities. Much to his surprise, commentator Gerald Haslam finds himself involved in the controversy.
