This coming week, President Bush will give the Enrico Fermi award to Arthur Rosenfeld, the nation's top conservation scientist. Rosenfeld founded the Center for Building Science at Lawrence Berkeley National Laboratory, and virtually invented the field of efficiency standards for buildings, lighting and appliances. Rosenfeld is now credited with saving the U.S. $100 billion a year in energy costs.
