California's troubled and overcrowded prison system is about to get an infusion of cash. Yesterday lawmakers approved a $7.4 billion bond package to fund the construction of 53,000 new prison and jail beds. The plan also requires more rehabilitation programs for inmates, but critics say it doesn't get at the fundamental problems plaguing California prisons. Reporter: Tamara Keith
