State Senators have begun the process of balancing next year's budget. California faces a 16 billion dollar deficit, and Governor Schwarzenegger plans to make up the difference by cutting state spending by 10 percent across the board. After the first in a series of Senate budget hearings yesterday, Democratic leaders said the governor has the wrong approach. Reporter: Julie Small
