No state in America has more Indian casinos than California. Voters have generally supported tribes' endeavors toward economic success, but there has been criticism that some tribes announce casino projects for land that isn't yet part of their reservation. One state lawmaker wants to change that by putting new restrictions not on the tribes, but rather on the governor. Reporter: John Myers
