This past week the United States Senate began debate on comprehensive climate change legislation. Then just days later, the bill's backers pulled it from the floor for lack of support. Here in California we've got AB 32 that requires quantifiable greenhouse gas reductions -- and the requirements get tougher as time goes on. Among other things, state regulators may soon set up a "cap and trade" system.
