A technology is available to rail operators that could have prevented the disaster in Chatsworth last week. Positive train control automatically applies the brakes if engineers fail to comply with signals, which Metrolink says was the case in Friday's crash. Senators Dianne Feinstein and Barbara Boxer yesterday introduced legislation that would require all major railroads to install the technology. Guest: Hamed Benouar, former rail chief for CalTrans .
