This week, three federal judges in San Francisco are taking a closer look at the effects of imposing a prison population cap.
They're also looking at ordering the early release of prisoners as the trial to determine how to alleviate California's acutely

California air regulators are phasing in the nation's toughest rule to control pollution from construction equipment. They
say it will prevent thousands of premature deaths linked to heart attacks and asthma. But as construction companies prepare
to retrofit their fleets, they're finding that the filters that clean the air may pose another kind of risk -- to the drivers.
