California air regulators are phasing in the nation's toughest rule to control pollution from construction equipment. They say it will prevent thousands of premature deaths linked to heart attacks and asthma. But as construction companies prepare to retrofit their fleets, they're finding that the filters that clean the air may pose another kind of risk -- to the drivers. Reporter: Sasha Khokha
