California now has a formal strategy for the nation's most sweeping attack on climate change. The playbook for the state's Global Warming Solutions Act was accepted by the Air Resources Board yesterday. The law is the state's master plan for cutting greenhouse gas emissions from cars, power plants and factories. But questions linger as to whether the law known as AB32 is itself sustainable.
