California is on track toward implementing the nation's toughest and most sweeping regulations aimed at global warming. In Sacramento Thursday, the California Air Resources Board adopted plans to cut greenhouse gas emissions by 15 percent over the next 12 years. The board followed up with new regulations on diesel trucks. The new regulations carry a price tag of $5 billion or so, but given the health complications from diesel emissions, regulators feel they can't afford not to act. Reporter: David Gorn
