California and the incoming Obama administration are playing up the 'green economy' as a key to recovery. The state's community colleges are responding with new programs to train a new 'green-collar' work force. But the promise of the new initiatives may be undermined by California's deepening fiscal crisis -- and a new round of community college budget cuts. Reporter: Tara Siler
