Early next week, President Obama is expected to reverse limits on federal funding for embryonic stem cell research. If federal money starts flowing, California will have a big head start. That's because while many stem cell researchers in the U.S. have put their work on hold the past eight years, California has gone full speed ahead -- with help from voters. Reporter: David Gorn
