Cash-strapped schools are hacking away at programs that were once considered central to student achievement. Schools say they have no choice but to slash teachers and programs as they wrestle with shrunken budgets. Many say the cuts to education in the latest budget may hurt California schools for years to come. Reporter: Oanh Ha
