Governor Schwarzenegger says California's budget problems can be fixed by voting 'yes' on all six measures on next month's ballot. He made the same promise five years ago when he convinced voters to approve the balanced budget amendment, Proposition 58. But almost every year since, the state has actually spent more than it took in. Sacramento Bureau Chief John Myers begins an in-depth look at next month's ballot measures with an overview of Prop. 1A, the measure to place a new constitutional control on state spending.
