Next month's special election features six ballot measures, crafted by the legislature and Governor Schwarzenegger, to change
the state budget process. But only one promises both a long-term change and a short-term fix: Proposition 1A. In part one,
we examined how Prop 1A will control how the state spends revenue. In this episode, we look at the short-term fix: a tax increase
