If you stumble into your doctor's office with flu-like symptoms in the next few days, the doctor will likely stick a swab into your nose and send that sample to a public health lab for testing. These labs are usually the first to detect an outbreak of disease, such as swine flu. But that network of local labs is being stretched thin in California, a result of years of under funding and tough federal regulations.
