California Special Election: Proposition 1C

Of all the measures on the May 19th ballot, the one with the single largest impact on next year's state budget is Proposition 1C. It also represents a major gamble. Prop 1C permanently removes the link between profits from the California Lottery and public schools, and it allows the state to use future lottery profits now. Reporter: John Myers
