California has a lot riding on the outcome of Tuesday's special election, but we may be heading toward a record low turnout.
Governor Schwarzenegger was counting on voters passing ballot measures 1A through 1E to help solve the state's massive budget
deficit. We take a look at what will happen if the ballot measures pass or fail.
