As state officials in Sacramento wrangle over the future of California's water system, many coastal cities are looking to the sea as a source of water. Desalination is expensive and fraught with environmental problems. But one city in Southern California is working hard to make the process cheaper and more eco-friendly. Reporter: Debra Baer
