West Oakland was the site of the deadliest
event of the Loma Prieta earthquake. Forty-two people
died when the upper deck of the Cypress freeway
collapsed onto the lower deck. The tragedy put a
spotlight on a long-neglected corner of Oakland, and
some changes for the better have grown from it. But it's
