Governor Arnold Schwarzenegger signed a bill
on Thursday that could help bring the National Football
League back to Los Angeles. The legislation aims to
speed construction of a stadium in the LA suburbs by
exempting it from state environmental laws. Some local
residents, elected officials. and environmentalists say
