Governor Takes On Prison Reform
Faced with a crisis in California's prison system, Governor Arnold Schwarzenegger has promised sweeping changes to reduce overcrowding and beef up rehabilitation. But long-time prison watchers believe the state ought to do something neither the legislature nor the governor is talking about: change the way the state sentences criminals.
