Phone Service Outage in Southern California
Large portions of Southern California were hit by a computer software glitch that knocked out long distance telephone service, including the 9-11 system. Emergency officials posted extra police in some areas and residents were told to use cell phones in case they needed help.

Proposition 76
As Governor Arnold Schwarzenegger campaigns for the initiatives that he claims will reform state government, he calls Proposition 76, a proposal to change the state budget process, the most important. Prop 76 is a complex measure. One element has not gotten a lot of attentio: how it would change the way economic forecasting is used.
