Abortion-Related Prop Flies Below the Radar

In almost any other election year, a proposition concerning abortion would be big news in California. But not this year. Proposition 73 would require doctors to notify parents before girls under the age of 18 receive an abortion. It's a hot-button issue, but so far, it has been mostly below the radar.
