Governor Schwarzenegger has called a special session of the legislature to deal with prison overcrowding. The state's 33 prisons now have twice as many inmates as they were designed to hold. The governor is asking lawmakers to approve nearly $6 billion in bonds to build two new prisons and expand existing ones. He also wants to create 10 "re-entry" facilities in the community where inmates can get counseling before they're released.
