The state's 33 prisons now have twice as many inmates as they were designed to hold. The governor is asking lawmakers to approve nearly $6 billion in bonds to build two new prisons and expand existing ones. He also wants to create 10 "re-entry" facilities in the community where inmates can get counseling before they're released.
