Overcrowded Prisons' Wastewater Poses Environmental Hazard
California prisons are operating at nearly double their intended capacity, and the overcrowding isn't simply affecting those inside prison walls. It has become an environmental problem. At least 17 California prisons have been cited by regional water boards for violations of wastewater treatment regulations.
