Agencies Reject Offshore Natural Gas Facility

Two state agencies this week struck a blow to plans for a natural gas processing plant off the coast of Southern California. The State Lands Commission and the California Coastal Commission both rejected the Australian energy company BHP Billiton's proposal to build an $800 million terminal that would process liquefied natural gas (LNG) from tanker ships and then pipe it to California.
